Description: The purpose of the Project is to provide a data analysis computing environment and its adaptation and configuration for the implementation of an information system for utilizing data received from input/output and global positioning systems (GPS) for more effective monitoring of fuel storage and movement, as well as for conducting targeted controls both in real time and ex post.

Objectives:  The operation will lead to the modernization of the operation of IAPR, significantly improving its productive operation. The existing transaction recording process is carried out through tax warehouses and customs warehouses, which are approved and supervised by the customs authorities, with the electronic filing of the necessary customs documents in the ICISnet customs information system.
As the existing procedures are deemed insufficient to effectively address the issue of smuggling, at all stages of fuel movement, a set of measures is being instituted through which the implementation of a system for utilizing data received from the input/output systems is deemed necessary in order, through the substantial and systematic utilization of the data collected, to increase the operational capacity of the control mechanism in terms of preventive and repressive response to that issue.

  • Better coordination and cooperation of those responsible for service control
  • More efficient collection of public revenue
  • Efficient processing and dissemination of information submitted by businesses

  • Transparency in transactions with stakeholders
     

Beneficiaries:  The users and beneficiaries of the system will be the following:

  • Customs officials and employees of cooperating agencies (approximately 2,500 people) of which 500 will be direct users of the system
  • 20,000 natural/legal persons are required to send input/output and location data.
