Tanks for Energy Products on Floating Means

The creation of the Register of Energy Product Tanks of Floating Means is provided for in Joint Ministerial Decision No. Α.1079 /14-05-2024 ΚΥΑ (2816/Β/17.5.2024)  .
The Register of Energy Product Tanks of Floating Means records the details of the energy product tanks of floating means, along with other relevant information concerning these floating means, with the aim of combating fuel smuggling in energy products.

The following obligated entities must proceed with the full registration of their details:

a) The installer of the Maritime Fuel Inflow-Outflow Monitoring System
b) The installer of the AIS device
c) The charterer
d) The shipowner / ship operator / manager
e) The Responsible Party for the Installation and Proper Operation of the Computing Unit
 

Obligations of Shipowners & Operators

Shipowners, beneficial owners and managers of maritime vessels, in accordance with Joint Ministerial Decision A.1191/20-12-2024, bear full responsibility for the proper implementation of the Decision and must ensure the following:


•    Installation & Maintenance: The installation, maintenance and operation of the computing unit shall be carried out under the care, responsibility and at the expense of the shipowner, beneficial owner or vessel manager
•    Data Transmission: All required data must be transmitted securely and in real time to the IAPR Signal Reception Center


New Deadlines for the Installation and Operation of the Inflow-Outflow Monitoring System on Maritime Fuel Supply and Transport Vessels

Pursuant to Joint Ministerial Decision A.1140 / 10-10-2025, the following implementation timeline is established:

By 14/02/2026: Procurement & Installation of Software
Owners of maritime fuel supply and transport vessels must procure the computing unit and install on it the software provided by IAPR for the collection and digital transmission of inflow-outflow fuel data.
By 14/04/2026: Pilot Data Transmission Phase
The test transmission of inflow–outflow data to the IAPR Signal Reception Center begins immediately upon software installation and must be completed no later than 14/04/2026.
From 15/04/2026: Commencement of Full Operational Deployment
The integrated inflow-outflow monitoring system for maritime fuel is placed in full productive operation from 15/04/2026. From that date onward, the registration and transmission of all required data becomes mandatory.
 

Availability of Computing Unit Software for the Inflow-Outflow System on Maritime Fuel Supply and Transport Vessels

The Independent Authority for Public Revenue (IAPR) announces that the Computing Unit software for the collection and electronic transmission of inflow-outflow data on maritime fuel supply and transport vessels will be available as of January 30, 2025, in accordance with Joint Ministerial Decision A.1191/20-12-2024.
 

Obligations of liable entities
  • Responsible Party for the Installation and Proper Operation of the Computing Unit: Must register their details in the Register of Energy Product Tanks of Floating Means within one (1) month from the acquisition of their contractual status.
    - After successful registration, they must notify the relevant IAPR Directorate by sending an email to fueltank@aade.gr to receive, via email, the complete documentation for the procurement and installation of the software developed by IAPR, which must be installed on the Computing Unit. This software is essential for the collection and electronic transmission of inflow-outflow data from maritime fuel supply and transport vessels.
     
  • Shipowner or Ship Operator, or Manager: Must register the details of the Computing Unit in the Register of Energy Product Tanks of Floating Means within one (1) month from its installation on the floating vessel.
