The Heating Oil Management System is an information system designed to support the monitoring of the movement of heating oil at all stages from customs clearance to delivery to the final consumer. All the companies and businessmen, who trade heating oil, either as suppliers or as sellers, are obliged to submit the relevant data. Practically, this obligation applies to all the entities that have a license to trade oil products and all holders of a Retail Trade License that have been granted a Petrol Station Operating License or a Heating Oil Seller's License.
