Granting a «Deployment Window» for ICS2 Release 3
The UCC EU implementing decision sets out a work program for the development, deployment and implementation of the electronic systems provided for in the Union Customs Code. In particular, those involved in the implementation of version 3 of ICS2 who submit Entry Summary Declaration data in the environment of the Shared Trade Interface with their own IT application or a Service provider IT application apply for a Deployment Window from the Customs Authorities, in order to have a smooth transition to the operation of version 3 of ICS2. The deployment window periods are set out according to the DG TAXUD-ICS2-Transition from R2 to R3 strategy
Deployment windows periods are set out based on the business model and transport mode covered by release 3 [sea carriers, rail carriers, road carriers, Freight forwarders (FFW, Logistics, etc.), express couriers, ultimate consignees].
More specifically, these periods are the following:
• Sea carriers: 3rd June 2024 - 4th December 2024.
• House fillers in maritime transport (e.g. FFW freight forwarders, logistics operators, etc.): 4 December 2024 - 1 April 2025.
• Express couriers (all modes of transport except Air): April 1, 2025 - September 1, 2025.
• Road carriers: April 1, 2025 - September 1, 2025.
• Rail carriers: April 1, 2025 - September 1, 2025.
• In cases of multimodal transport implementation, the EO may select one date for all ENS submissions. However, this date should not be later than the earliest end date of deployment windows for these specific modes of transport (i.e. choose the nearest deployment window)
• Postal operators are already in production for release 2 and will continue to use the same messages for release 2 to submit the required information in ICS2 release 3.
The filling in of data for a complete ENS can be done.
• either in the form of a full ENS (One Declarant)
• or in the form of multiple ENS data sets (Declarant and Supplementary Declarants) which all together make up a complete ENS
Please note that, prior submitting the application for a deployment window and in order to successfully meet the legal UCC obligations, all EO stakeholders in the supply chain should have already agreed upon and define which submission model they will use for filling in the complete ENS information.
Please also note that, the application for granting a deployment window should be submitted in Greek Customs only by traders that They act as Declarants and use a Greek EORI for their customs transactions in the customs territory of the European Union.
