As is known, following a request from main transport level economic operators (Carriers / Declarants), a transition period from ICS to version 3 of ICS2 was implemented, which started on 3/6/2024 and ended on December 4, 2024, so that these operators could comply with the implementation requirements of the new ICSR3 system.
However, it is noted that not everyone has logged in to the system on time, and there are also technical issues with the submission of ENS data. Taking into account relevant recommendations from the European Commission, the following will be implemented:
1. Economic Operators that have not connected and are not yet submitting:
The entities at the main Transport level (Carriers / Declarants) that have not been connected and are not yet submitting ENS data sets to ICS2R3, may re-submit an application for an installation window with a final date of 1/4/2025 which will be evaluated according to the new justification of the interested entity that will be included in the application. The connection to the system must be made:
- at the latest before April 1, 2025: in the event that the single submission model is implemented, for the main level operators (Carriers / Declarants) submitting the ENS data sets.
- before March 15, 2025, and in any case before April 1, 2025, at the latest: in the event that the multiple submission model will be implemented for the main level operators (Carriers / Declarants) leaving a subsequent installation period until April 1, 2025 only for the operators at the Transit level (Carriers / Declarants / Final Consignees).
- In order to finalize this new period, interested parties are required to first contact and inform the Transmission Level entities.
- Transit Level entities must not start submitting ENS data to ICS2 before the Master Level entity (Carrier / Declarant / Agent) is first connected and in any case will not submit data to ICS1 for the period for which they have received approval.
- Main level entities (Carriers / Declarants) continue to submit to ICS
- If the main level entity (Carrier / Declarant) uses a service provider and faces similar problems, the same applies in this case.
2. Economic Operators that submit but are experiencing technical issues:
Interested economic operators that have already submitted to ICS2 but are experiencing technical issues and will not receive approval for a new extension, should implement the measures provided for in the ICS2 Business Continuity Plan (BCP):
- If the economic operator's information system is unable to submit the data, the operator must declare unavailability to the Support Office
- Manual data entry into STI-STP is recommended as an alternative solution.
