Description: The object of the program is to develop a single window information system aiming at trade facilitation during pre-Customs procedures. This system will allow traders to submit the information (data) required for the issuance of licences/certificates/approvals, as well as the necessary supporting documents, only from a certain point and only once in order for their goods to be cleared through customs. It will also support the dispatch and sharing of the necessary information online between all parties involved (both public and private) in cross-border trade (port managers, airports, free zones, warehouses, veterinary authorities, phytosanitary authorities, etc.).

Purposes: The objective is for the party concerned not to be obliged to contact the various jointly competent authorities in order to obtain the necessary certificates, but to be able to submit his data once and clear their commodities from a certain point. In this way, the benefits for the Government and financial bodies are multiple, since the party concerned will be able to find all the necessary information in a timely way, thus reducing the costs of compliance with the trade rules, administrative costs, but also reducing the time required for the completion of an export / import /  transit etc. Moreover, the Government will benefit from the increase in collectability, saving human resources, limiting fraud phenomena etc.

Expected benefits: The minimum expected measurable results of the act are the following:

• The effective protection of legal trade and competitiveness
• Promotion of entrepreneurship and innovation,
• Less costly and bureaucratic pre-Customs and Customs processes
• Limiting cost and time in completing an import / export
• Saving in human & financial resources
• Targeted and more effective checks against illegal trade
• Better coordination and cooperation of the departments with joint responsibility for checks
• More effective collection of public revenue
• Uniqueness and validity of information received from Public Authorities
• Effective processing and dissemination of information submitted only once to the Public Authorities involved
• Improvement of statistics
• Transparency in transactions with the organizations involved

Beneficiaries:

• Customs employees (approximately 2000 people)
• Employees of other Ministries, Organizations and Bodies dealing with the issue of certificates or the control of goods (approximately 500 in central and regional Departments)
• The people carrying out transactions in Customs Offices who are currently 17.000, of whom approximately 5.000 regulars.
