Tax Warehouses and Customs Bonded Warehouses

The establishment of the "Registry of Energy Product Tanks for Tax Warehouses and Customs Bonded Warehouses" aims to facilitate the monitoring and control of stored energy products, in accordance with Joint Ministerial Decision 1161/06-11-2024.

The Registry addresses the need to record all energy product tanks operating in tax warehouses and customs bond warehouses, simplifying inspections by the relevant authorities.

Important Dates

  • 13/01/2025: Launch of the new digital Registry application.
  • 13/04/2025: Deadline for updating registered information for existing tax and customs bonded warehouses.

Attention! Obliged entities must submit the required information within the specified deadlines.

 

Data Update
The update process includes:

 

  1. Verification of the accuracy and completeness of all registered data.
  2. Completion of any missing information required for the full and accurate documentation of the tanks.
  3. Correction of any incorrect or inaccurate information identified during the verification process.

All responsible entities must ensure that the registered data fully comply with the applicable regulations and the Registry's requirements, maintaining regulatory compliance.

 

Update Procedure
The update is carried out by creating a new installation version, as outlined in Chapter "4.2.2.8 Creating a New Installation Version" of the Application User Guide (version 07-02-2025).

 

Key Points to Note

  • Carefully review the existing registered data and correct any errors.
  • Add any new information that was not previously recorded.
  • Re-upload missing files (e.g., PDF documents, CSV calibration files) if they are not available in the system.

Required Actions

  1. Facility Managers: Register facility, tank, and equipment details.
  2. Input-output system installers: Register personal, tax, and technical data.
  3. Accredited Calibration Entities: Register calibration certificates and tank data.
  4. Warehouse Operators: Register warehouse and tank details.
Attention!

As of 15/01/2025, administrators of Tax Warehouses and Customs Bonded Warehouses who have adapted their systems in accordance with the requirements of Article 1 of Joint Ministerial Decision A.1159/29.10.2024 may submit the data of paragraph 2, "Exit/Outflow Report," of Article 11 of Joint Ministerial Decision A.1230/14.10.2021, based on the technical specifications (XSDs) published here.

The adaptation of the already installed inflow-outflow systems to the new requirements must be completed by 14 February 2025.
The trial operation period will last until 15 April 2025 for the submission of data specified in paragraph 2, "Exit/Outflow Report," of Article 11 of Joint Ministerial Decision A.1230/14.10.2021. Upon the conclusion of this period, the production operation for submitting the aforementioned data will commence, starting on 16 April 2025.
