Downstream users should receive a safety data sheet for: 

• A substance or mixture classified as hazardous under the CLP regulation.
• Resistant, bioaccumulative and toxic (PBT) or very resistant and very bioaccumulative substance (vpvb); or
• Substance on the candidate list of very high concern (SVHC).

However, if the substance or mixture is also available for sale to the general public, it is not necessary to provide a safety data sheet unless requested by a downstream user or distributor.

For mixtures not classified as hazardous but containing certain hazardous substances, a safety data sheet shall be provided at the request of a downstream user or distributor.

The safety data sheet should be updated immediately if new information on the risks arises or if more stringent risk management measures are necessary.
